Why UTPRAS?

  • To promote public interest and welfare by ensuring the quality of all TVET programs;
     

  • To prescribe compliance with minimum standards provided for in training regulations promulgated by the TESDA Board;
     

  • To encourage and enable TVET institutions to continuously upgrade the quality of training delivery;
     

  • To generate a comprehensive data base of TVET institutions and TVET programs that is essential to the effective management of the TVET sector

What to do if the school will offer a new TVET Program?

  • Register the program with TESDA prior to acceptance of enrollees. Registration is compulsory with or without Training Regulations.

How to Register a TVET Program?

  • The concerned institution shall file a Letter of Application with the TESDA Provincial Office in whose area of jurisdiction the institution operates, at least six (6) months before the institution will offer the program, or within two(2) years from the date of promulgation of appropriate training regulations, in case of programs under permit and recognition;
     

  • A checklist based on appropriate requirements for registration shall be accomplished by the Provincial Office upon receipt of the applications with complete supporting documents and the non-refundable application fee shall be officially received for evaluation. Incomplete applications shall be promptly returned to the applicant institution;
     

  • The letter of Application shall be supported by the applicable requirements enumerated above together with the payment of non-refundable application fee per course program which shall be duly receipted;
     

  • The TESDA Provincial Office, with the assistance of competent persons shall undertake curriculum evaluation, together with the inspection and verification faculty qualifications, training supplies and materials, tools, machines and equipment and site and facilities within three (3) months from receipt of application. In carrying out these tasks, the TESDA Provincial Office may employ the services of the regional or national TEP in the inspection, verification and assessment of applications for TVET program registration;
     

  • The results of inspection, verification and assessment, together with the corresponding recommendations of the TESDA Provincial Office shall be forwarded to the TESDA Regional Office for consideration;
     

  • The TESDA Regional Office shall issue a Certificate of TVET Program Registration to the concerned institution upon the recommendation of the TESDA Provincial Office that it has complied with registration requirements and upon payment of the applicable registration fee per program. Registration certificates issued for programs covered by existing training regulations shall be identified as Registration Certificate (WTR) with training regulations and those not covered shall be labeled as Registration Certificate (NTR) no training regulations;
     

  • If the TVET institution fails to meet the requirements for a TVET program that is intended to develop a particular level of competencies, the program may be adjusted to develop lower level competencies or one or a number of modules of employable competencies. If the TVET institution meets the requirements to offer the adjusted program, the appropriate certificate of TVET program registration shall be granted to the applicant institution;
     

  • An application for TVET program registration shall be denied if an institution fails to meet the minimum standards for the program. In case, the application fee is forfeited to underwrite administrative costs incurred;
     

  • The denial of the application for registration shall be subjected to appeal to the Office of the Director General, TESDA.The decision of the Director General shall be final and executor.

What if the training institution failed to register their programs?

  • TVET Institutions which are found to have run TVET programs without complying with registration requirements shall be liable for violations of these guidelines. As such appropriate sanctions shall be imposed on the erring institution.
     

  • The sanctions shall be in accordance with Section 68, Cahpter 1, Title V of the Education Act of 1982 which provides that any person upon conviction of an act in violation of the authorization requirements shall be punished with a fine of not less than two thousand (P2,000) nor more than ten thousand pesos (P10,000) or imprisonment for a maximum period of two(2) years, or both, at the discretion of the court.
     

  • If the act is committed by a corporation, the school head, together with the person or persons responsible for the offense shall be equally liable.
     

  • For fraud or deceit committed in connection with the application for registration, unauthorized operation of a course or any component thereof, and unauthorized advertisements or announcements relative thereto, the authority, through TESDA Regional Offices, shall revoke the certificate of registration after due process.

  • If the curriculum and syllabus of programs offered by institutions operating as branches have been registered under the mother institution, each branch shall submit a copy to TESDA for record purposes. The other requirements for succeeding applications shall be submitted and evaluated accordingly.

How to register Programs of Training Institutions operating as Branches?

A. Corporate and Administrative Documents

          1. Board Resolution to offer program (signed by the Board Secretary and attested by the                   Chairperson: SUCs, LCUs, and Private Institutions);
 

          2. Special Law creating the Institution (for public institution, e.g., Republic Act, Executive                   Order, Sanggunian Resolutions);
 

          3. Securities and Exchange Commission (SEC) Registration must specifically cover the                          training delivery site (for private institutions only);
 

          4. Articles of Incorporation (for private institutions only). For institution that will branch                     out, the Articles of Incorporation & Bylaws must state reasons for opening of the                             branch. The Board Resolution signed by majority of the Incorporators must be                                 notarized, received and noted by SEC;
 

          5. Current Certificate of Ownership of building/Contract of Lease (covering at least two                     years);
 

          6. Current Fire Safety Certificate.
 

B. Curriculum and Program Delivery

          1. Competency-based Curriculum (Curriculum Design (TESDA-SOP-01-F02) & Course                           Design/Module of Instruction);
 

          2. List of equipment (TESDA-SOP-01-F03), tools (TESDA-SOP-01-F04) and consumables                       (TESDA-SOP-01-F05) necessary to deliver the program;
 

          3. List of instructional materials (such as reference materials, slides, videotapes, internet                   access and library resources) necessary to deliver the program (TESDA-SOP-01-F06);
 

          4. List of physical facilities (TESDA-SOP-01-F07) and off-campus physical facilities (TESDA-                   SOP-01-F08) indicating floor area (Memorandum of Agreement to be attached if rented                 or leased (Firing Range, Driving Range, etc.);
 

          5. Shop layout of training facilities indicating the floor area.

What documents are needed to register a TVET Program?

Faculty and Personnel

1. List of officials with their qualifications supporting evidences available, such as copies of certificates, etc. (TESDA-SOP-01-F09);
 

2. List of faculty teaching on the program, with their qualifications, areas of expertise, and courses/seminars attended. Supporting evidences available, such as TQ/AQ Certificates, copies of contracts of employment, etc. (TESDA-SOP-01-F10).

Academic Rules

  1. Schedule and breakdown of tuition and other fees (duly signed by the school head indicating the effectivity of the school year);
     

  2. Documented Grading System, details of which are provided to students/trainees at the start of their program;
     

  3. Entry requirements for the program comply with the relevant training regulations;
     

  4. Rules on Attendance.

Support Service

  1.  Health services are available to the students/trainees (if these services are contracted out or out-sourced, the contract or MOA or similar documents must be submitted);
     

  2.  Career guidance services are available to the students/trainees;
     

  3. Community Outreach Program (documented evidences available) – optional;
     

  4. Research that supports the operation of the school is carried-out (e.g. surveys, consultations, meetings with local industry and community representatives; technical research) – optional.

  1. Updates on corporate documents (if any)
     

  2. Curriculum (including the job title being addressed and the competencies to be developed)
     

  3. Course and subjects descriptions
     

  4. List of supplies, tools and equipment for the program

What the TVET institution should submit for succeeding applications?
